The planning process

Planning application submitted for the proposed Mortlake Wind Farm

In November 2008 ACCIONA Energy submitted a planning application for the proposed Mortlake Wind Farm to the Victorian Minister for Planning.  As part of the assessment process, Planning Panels Victoria is holding a Panel Hearing in Mortlake.

The latest technical reports which make up the planning application can be downloaded below.

The proposed layout which is subject to the panels assessment, comprises 97 turbines – 46 located on the Mortlake East site and 51 located on Mortlake South (see proposed layout plan below).  The turbine layout seeks to:

  • Maximise exposure to the wind energy resource.
  • Minimise environmental impacts by avoiding native vegetation and incorporating buffers around brolga breeding sites and flocking sites.
  • Minimise cultural heritage impacts by avoiding sensitive areas.
  • Minimise impacts to landowners, for example by aligning access tracks with fence lines.
  • Ensure compliance with noise and shadow flicker guidelines.

Other permanent infrastructure associated with the wind farm will include access tracks, electrical cabling, wind monitoring masts, substations and operations and maintenance facilities.
